Transport Action gears for possible cuts to Via Rail, Debout, Gaspésiens! Kitchener-Waterloo transit riders face 36-per-cent fare increase over four years, quatrième voie A-15, bonne gouvernance et de financement du transport collectif and more in today's Transport Action Hotline.

Transport Action Google+ hangout discusses Via Rail

Transport Action members held an impromptu discussion of Via Rail's future on Wednesday. The Google+ hangout included representatives from Vancouver, Toronto, Hamilton, Ottawa, Alma and Quebec City. The group noted many interests appear to be in line for cuts, excluding, reportedly, the RCMP and Armed Forces, in the next federal budget expected in March.

The group made a series of recommendations, which have since won the support of other Transport Action members and leaders, including:
- an Access to Information request
- production of a brochure designed by Transport Action Atlantic for distribution ( draft copy is here http://is.gd/cT3SPZ )
- the brochure will be rewritten in French courtesy of TRAQ
- reaching out to other organizations like TRAQ, Tri-TAG, High Speed Rail Canada, CAPT, Council of Canadians, the Teamsters Union, the Canadian Auto Workers and more
- a mini-lobby in February of two members from each party in Parliament
- letter writing and op-eds
- emails to MPs ( MP contact info http://is.gd/O2UHvM )

The group noted Via Rail may not be cut at all, however, in the event there is serious damage done in the budget, having a campaign infrastructure in place in advance may be helpful.

Transport 2000 Québec, Consultations de la CMM sur les transports et leur financement

L’association Transport 2000 Québec accueille avec intérêt le projet de consultation présenté par la Communauté métropolitaine de Montréal (CMM) le 25 janvier 2012.  On ne peut être contre cette option-là, soutient son président monsieur Robert Dubé, à condition qu’elle soit centrée sur les besoins de l’usager et qu’elle permette de favoriser l’émergence de consensus dans la population de la Région.  La valse des milliards peut faire peur et on devra définir un plan réaliste sur le long terme !

En effet, suite à la tenue d’un forum national fin novembre dans la Métropole, il a été mis en lumière le fait que non seulement l’exploitation mais le développement des immobilisations et des infrastructures entraîne une hausse soutenue des efforts financiers que doivent supporter les collectivités locales, usagers et municipalités, au chapitre du financement.  L’Association plaide donc pour une intervention accrue du Gouvernement en matière de bonne gouvernance et de financement du transport collectif.  Si la prestation des services s’est améliorée au cours des dernières années, de même que la fréquentation, il importe d’encadrer davantage le développement et l’intégration des services et systèmes pour Transport 2000.

This excerpt from a note by Justin Bur concludes: "A 2011 government study of the Ontario-Québec corridors, despite making unlikely and unfavourable assumptions (no air-rail interconnection, no feeder rail network), concluded that investment in high-speed electric trains would offer net positive economic impact between Toronto and Montreal, and borderline impact elsewhere in the Ontario-Québec corridors. If the federal government were to take a leadership role in developing passenger rail infrastructure, opportunities for private operators would arise, just as they have with all modes that governments have developed over the past two centuries. That is the scenario Transport Canada should be studying, not unproductive and arbitrary cutbacks."

Transit riders face 36-per-cent fare increase over four years

"Grand River Transit passengers face up to a 36-per-cent fare increase over four years as politicians aim to bill them for half the cost of public transit. This includes:
 • An increase of five per cent last year. In 2011 council endorsed annual increases of five per cent to help pay for a costly transit expansion.
 • An increase of nine per cent this July. Council approved it 9-6 this month, accelerating the planned increase of five per cent.
 • Proposed fare increases of up to nine per cent in 2013 and again in 2014," Ashley Csanady and Jeff Outhit wrote for the Waterloo Region Record on Jan. 25.  http://is.gd/LUUWV4

“It’s wonderful for them to decide that they want to increase fares but it’s going to come down to … who is really going to bear the brunt of this fare increase?” said Tim Mollison, spokesperson for the Tri-Cities Transport Action Group ( http://www.tritag.ca/ ). “What evidence suggests 50 per cent is the optimal fare box recovery target?” Mollison said he wants to see hard research explaining the strategy to recover half of transit costs. “For us, this is a huge issue of transparency in government,” the Waterloo Region reported.

Millions prefer Via Rail to bus

"According to page A95 of a 2008 Transport Canada report, the government gives over $4 billion yearly to the bus industry ( http://is.gd/BNG9Rz ). And a report submitted by Ontario Motor Coach Association, the bus lobby group, to the Ontario Ministry of Finance, claimed on page 35 that because of VIA Rail funding they have had to compete in a market managed by government ( http://is.gd/VJBbWE )" Pierre Sultano wrote to the editor of the Toronto Star on Jan. 24.

"However, in spite of the reality of repeated government cuts to its funding resulting in VIA Rail operating less than half of the routes it did in 1990, another Transport Canada report that indicates 29 per cent of people in the Toronto-Montreal corridor chose to travel by train compared with compared with only 8 per cent for the bus ( http://is.gd/jb8NKj ) " the Toronto Star letter said. http://is.gd/l68UPS

Cette infrastructure ne poserait pas de problème si le gouvernement du Canada et la Compagnie des chemins de fer nationaux du Canada avaient accordé le financement approprié au maintien de la ligne au fil des ans. Transport 2000 a accueilli froidement la volonté du MTQ d'ajouter une quatrième voie sur quelque 10 kilomètres de l'A-15

Marco Bélair-Cirino du Devoir a écrit « Laval risque la «déroute complète» si le gouvernement ne donne pas le feu vert au projet de réfection majeure de l'autoroute des Laurentides (A-15) dans les cartons du ministère de Transports (MTQ), a martelé le maire Gilles Vaillancourt hier. «Il est impossible de faire de la construction sans causer de difficultés. [...] Mais, la plus grande difficulté ça serait de ne pas le faire, ce qui nous amènerait carrément à la déroute complète», a-t-il déclaré sur les ondes de Radio-Canada. »

« Pour sa part, Transport 2000 a accueilli froidement la volonté du MTQ d'ajouter une quatrième voie sur quelque 10 kilomètres de l'A-15. «On privilégie encore la sacro-sainte fluidité routière, mais ça mène vers quoi?» a déploré le directeur général de l'organisation vouée à la défense des usagers du transport en commun et à la promotion de moyens de transport efficaces et durables, Normand Parisien. «Ça mène vers plus de congestion routière», a-t-il ajouté sans détour. Selon Normand Parisien, le MTQ «a moyen d'améliorer la situation actuelle» sans être forcé d'agrandir le réseau » Le Devoir a rapporté le 20 janvier 2012.

Via's future in Windsor is questioned

A ministerial briefing note suggesting Transport Canada consider selling or cutting service to Via Rail could wipe Windsor off the railway map. … "In its role as a crown corporation, Via regularly discusses various plans and scenarios with government," said Via Rail spokesman Malcolm Andrews. "At this time, none of those discussions involve privatizing Via Rail," Andrews said. "Contrary to the impression created in some media reports, Via has actually reduced its operating deficit (before pension costs) by $30 million over the last two years,"Beatrice Fantoni reported for the Windsor Star on Jan. 21.

"(A) spokesman for Transport Action Canada, a national citizen transportation advocacy group, said Canada should be rebuilding its passenger rail service instead of making cuts to it. "Roads receive an annual subsidy of $40 billion which excludes all exported costs like policing, hospital care and environmental degradation," the Windsor Star reported. http://is.gd/6nvowR

Initié par le député néo-démocrate de Brossard-La Prairie, Hoang Mai, le forum va permettre aux utilisateurs du pont Champlain d'échanger avec divers experts et intervenants en matière de transports. Le directeur de Transport 2000, Normand Parisien, le président de l'Ordre des architectes du Québec, André Bourassa et le professeur en économie urbaine et régionale à l'INRS, Richard Shearmur, ont confirmé leur présence. … Le forum public aura lieu ce samedi de 12h à 13h30, au Centre communautaire La Résurrection, à Brossard. Via Rail's service is too valuable to consider cutting

"Why would the federal government consider cutting back on something as acclaimed as Via Rail, particularly the Transcontinental, which remains one of our major tourist attractions? … For many international tourists it is a major attraction and an introduction to our country.  … In addition, trains are far more acceptable environmentally than planes, which offer a quick transfer from here to there but consume unacceptably vast quantities of fuel," Caroline Mervyn wrote to the editor of the Vancouver Sun on Jan. 25. http://is.gd/GRxqX4
