CUTA Releases Federal Party Positions on Public Transit

Conservative Party of Canada: Work with provinces, territories, the Federation of Canadian Municipalities and other stakeholders to develop a long-term plan for public infrastructure that extends beyond the expiry of the Building Canada Plan. Introduce legislation to confirm permanent funding for municipal infrastructure through the Gas Tax Fund.

Liberal Party of Canada: Provide leadership, working with other levels of government and the private sector to put in place a Canadian Transportation and Infrastructure Strategy that targets long-term economic benefits. That specifically includes local and regional transit, rapid transit and commuter rail that helps reduce greenhouse gas emissions by providing efficient alternatives to private vehicles. A Liberal government will also be open to exploring with stakeholders incentives to favour a modal shift to transit during peak hours.

Parti libéral du Canada: Faire preuve de leadership, travailler avec les autres ordres de gouvernement et le secteur privé pour mettre en place une Stratégie nationale de transport et d'infrastructure qui misera sur les bénéfices économiques à long terme. Ces priorités incluent les moyens de transport locaux et régionaux, les services de transport collectif rapide et les trains de banlieue qui sont des solutions de rechange efficaces pour décourager le recours aux véhicules personnels et ainsi réduire les émissions de gaz à effet de serre. Un gouvernement libéral sera également ouvert à étudier avec les parties intéressées des mesures incitatives pour encourager un changement de mode de transport pendant les heures de pointe.

Nouveau Parti démocratique du Canada (NPD): Mettre en œuvre une Stratégie nationale de transport collectif visant à mettre en place un plan d'investissement permanent pour soutenir le transport collectif, et établir des mécanismes pour assurer un financement fédéral durable au transport collectif.
Allouer un cent supplémentaire de la taxe sur l'essence pour le financement du transport collectif dans les municipalités. Encourager le transport collectif en fournissant une exonération fiscale aux employés qui achètent des laissez-passer pour se rendre au travail.

New Democratic Party of Canada (NDP): Enact a National Public Transit Strategy, which would provide a permanent investment plan to support public transit and establish federal funding mechanisms to support public transit. Allocate another cent of the existing gas tax to public transit funding for municipalities.

Bloc Québécois: Faire des investissements importants dans les infrastructures de transport collectif - notamment l'établissement de voies réservées aux véhicules du transport collectif, le développement de nouvelles lignes de trains de banlieue, de tramways et de trolleybus.

Parti vert du Canada: S'engager à consacrer 2,1 milliards de dollars pour le financement du transport collectif au cours des trois prochaines années. Travailler en collaboration avec les provinces et les municipalités pour créer six superfonds municipaux qui procureront aux municipalités un financement continu. L'un de ces fonds sera consacré à la promotion du transport collectif.Exonérer d'impôt les cartes d'abonnement de transport collectif fournies par l'employeur en les exemptant de leur statut d'avantage imposable, afin d'encourager les travailleurs et les entreprises à utiliser le transport collectif. Procurer un soutien financier aux provinces qui offrent des cartes d'abonnement de transport collectif gratuites aux personnes vivant sous le seuil de la pauvreté. L'achalandage des réseaux de transport collectif au Canada continue de pulvériser les records, grâce au 1,82 milliard de déplacements de passagers par année, et augmente à un taux équivalant à deux ou trois fois le taux de la croissance démographique, preuve que le transport collectif peut attirera de plus en plus de Canadiens, dans un environnement qui garantit l'équilibre entre l'accroissement du service et les mesures d'incitation. Encourage transit use by providing a tax exemption for employee workplace-based transit passes.

Bloc Québécois: Support major investments in public transit infrastructure such as dedicated transit lanes, as well as the development of new lines for commuter trains, tramways, and trolleybuses.

Green Party of Canada: Commit 2.1 billion dollars in new mass transit funding over the next three years. Work together with the provinces and municipalities to establish six municipal superfunds to provide steady, consistent funding for municipalities. One of these funds will be dedicated to mass transit promotion. Make employer-provided transit passes tax-free by exempting them from taxable benefit status, to encourage workers and businesses to use public transport. Provide financial support to provinces that provide free public transit passes to people living below the poverty line.

The CAPTrains question on transportation and trains was the first question the Sault Ste Marie Chamber of Commerce asked the panel of Sault Ste Marie candidates at the Chambers all Canadidates forum. We had circulated the question to all of the candidates a few days prior to the forum so all the candidates were prepared and answered well. It was a great enhancement of profile for trains and transportation as well as for CAPTrains. The basic question was: Being that efficient, effective and affordable transportation is fundamental to the health and sustainability of Canada’s economy and culture, what do you feel a Transportation Strategy for Canada should encompass to inter-connect Canada’s rural, remote, regional communities, economies and cultures, support broad socio-economic opportunities, and make efficient, effective use of Canada's limited tax resources?

discussed how the financial crisis has irrevocably changed Washington’s approach to monetary policy and called on progressives to actively engage inthis dialogue. “What we’ve learned is that the actions some thought would promote growth actually led to this historic financial crisis, the effects of which will be long-lasting,” said Stiglitz, who just last week was named by Time magazine as one of the 100 most influential people in the world. “Clearly the Fed’s future role needs to extend beyond simply keeping inflation low.”

Sony play station data breach fuels privacy concerns

As problematic as the data breach itself is the extent to which criminals can now use the information gained to launch even more attacks. For example, malicious hackers could send out mass e-mails purporting to be from Sony and asking users to open an attachment in order to reset their PlayStation account information. The attachment could contain malicious code, known as malware, that would effectively take control of a user’s computer. Those infected machines could, in turn, be turned into a powerful supercomputer, known as a botnet, which could then be used in further attacks by hackers, the Globe and Mai reported.

Québec honours Harry Gow: Continuous involvement in public transport development

The founding president of Transport Action Canada Harry Gow  was one of 20 volunteers selected from 200 candidates for a PRIX HOMMAGE BÉNÉVOLAT- QUÉBEC awarded by Minister de l'Emploi et de la Solidarité Sociale du Québec Julie Boulet, at a ceremony held near the National Assembly in Québec City on April 13.

The award cites Gow's continuous involvement in Québec's public transport development since the 1970s, from the founding of Transport 2000 Québec in 1977 to his current leadership in the rural transit industry and in the development of Transport Pontiac-Renfrew, a new short line railway being created in cooperation with Class I railway CN. Gow thanked William Robertson, GM of Transports adaptés et collectifs desCollines for submitting his name for this honour.

Canadians say transit missing as a priority from governments

"Only 29% believe the federal government is doing enough to support public transit infrastructure across the country," says Michael Roschlau, CUTA President and CEO. Will rail survive on Vancouver Island? 

A Nanaimo News Bulletin editorial said: “Graham Bruce, executive director of the Island Corridor Foundation and a former BC Minister of Municipal Affairs and Minister of Labour, writes that on the 125th anniversary of rail operating on Vancouver Island, it will be decided whether rail will continue to operate or shut down. In October of 2010, the owners of the railway corridor, the Island Corridor Foundation, an organization of regional districts and First Nations, presented the federal and provincial governments with a $15-million infrastructure investment request to secure the future of Island rail. As things stand today, without a commitment for the $15M investment by late spring of 2011, ICF will have to develop a plan for an orderly shutdown of rail service. The money would be used to replace more than 100, 000 ties, track re-ballasting and provide $500,000 for a comprehensive bridge and trestle assessment."

“According to Bruce a $15M investment in Island Rail to secure the continuation of rail service could very well be one of the most cost effective and important socio- economic decisions residents can make for the future of Vancouver Island. If you agree, let your MP and MLA know, write the federal and provincial ministers of transportation, e-mail the prime minister and premier, call your mayor and regional district chair and talk to your chief and council. Ask your favourite Island federal candidate to publicly support the $15M infrastructure investment. If you agree but do nothing, then that is clearly a decision to end rail on Vancouver Island. Your action will make a difference,” the April 8 Nanaimo News Bulletin editorial said.

The Second Rural Transit Symposium to be held at Le Château Montebello by Eastern Ontario and Western Québec rural transit bodies on Wednesday April 27 is gaining momentum with fifty-five participants now confirmed.

The prefect of the MRC Papineau will greet attendees. MPP Jean-Marc Lalonde will represent the Ontario Government. Simultaneous interpretation will facilitate participation for all.

Headline speaker Todd Litman of the Victoria Public Transit Institute is prepared to deliver a strong message on the economic benefits of rural transit and on ways to  improve rural transit.

The Symposium will feature workshops on:

How to maximize the benefits for passengers
Economic impacts of transit in rural communities
Media's contributions to the development of rural transit
The Pontiac-Renfrew passenger train plan

Two lanes devoted to transit: Champlain Bridge

"A transit users’ group says a new Champlain Bridge should have tolls for cars and two free lanes devoted to public transit. Transport 2000 on Tuesday joined the “Champlain en chantier: Quand?” coalition, which is pushing federal parties to promise funding for a new bridge before the May 2 election. It is estimated 200,000 people cross the federally owned Champlain Bridge every day, including about 40,000 riding in buses," Andy Riga reported for the Montreal Gazette on April 12.

“Transport 2000 president Robert Dubé said a new bridge should have four lanes in each direction. In each direction: One lane should be reserved for buses and carpoolers with more than three occupants. During rush hours, this lane would be reserved for buses. A second lane should be for a higher-capacity mode of public transit such as light-rail transit.

“The other two lanes –for cars and trucks – should have tolls such as those on the new Highway 25 bridge. Due to open in May, that Montreal-Laval span will have electronic tolls. Motorists will be automatically charged without stopping at toll booths,” the Montreal Gazette reported.

Transport 2000 envisage la tenue à Montréal d'une conférence nationale avec ses partenaires ontariens en février 2012 sur le potentiel d'implantation de la haute vitesse ferroviaire entre les villes de Québec, Montréal, Ottawa, Toronto et Windsor » La Presse Canadienne a rapporté.

HOV lanes: Little evidence to justify the minimalist approach

Dr. Barry Wellar, Transport Action Canada Distinguished Research Fellow, writes: "I commend Transport 2000 Québec for advocating that one lane of a new Champlain bridge connecting Montreal and South Shore communities, In a number of jurisdictions, including Ontario, as few as two persons in a private motor vehicle is sufficient to qualify the vehicle for entry to a so-called 'high-occupancy vehicle (HOV) lane', even though there is little evidence to justify this minimalist approach as a means of reducing traffic volumes or congestion. The Transport 2000 recommendation is a significant departure from traditional HOV schemes, and it presents a serious test of the sincerity federal, provincial, and municipal governments when it comes to implementing  practices that help to achieve sustainable transport."

Ce faisant, la Ville de Montréal y réduirait l'espace réservé aux automobiles, ce qui irait dans le sens de l'objectif de son Plan de transport de réduire de 20 % les déplacements automobiles à destination du centre-ville et celui du Plan de développement durable, de réduire de 30 % les émissions de gaz à effet de serre de la collectivité par rapport à 1990 d'ici 2020 » soutient Coralie Deny, directrice générale du Conseil régional de l'environnement de Montréal » Le Comité de vigilance Turcot a rapporté le 14 avril.

Le Comité de vigilance Turcot a été créé le 18 novembre 2010 et est composé d'Équiterre, de la Fondation David Suzuki, de Transport 2000 et de plus autres.

Reconstruction du pont Champlain, sous certaines conditions

Pour le conseil d'administration de Transport 2000, il est essentiel que les deux paliers de gouvernements privilégient une solution d'avenir plutôt qu'un projet tourné vers le passé.  On doit maintenant privilégier une approche de développement voire de mobilité durable, plutôt que de reconduire des modèles qui - chiffres à l'appui - ont favorisé l'explosion au 20e siècle de la circulation automobile et par camion, au détriment du transport collectif et des moyens de déplacements plus efficaces.  Le président du Conseil monsieur Robert A. Dubé, insiste pour qu'une plus large part des déplacements soient assumés au moyen des transports collectifs et qu'une planification des modes plus équilibrée que par le passé soit prévue en amont.

Dans cette perspective, l'organisme a évoqué l'hypothèse que sur un nouvel axe prévoyant quatre voies de circulation par direction, l'une soit réservée aux autobus et au covoiturage (trois occupants et plus) en période de grande affluence.  Une autre voie serait réservée en tout temps à un mode de transport en commun sur rail.  Ces deux voies seraient ainsi exemptes du péage, qui s'appliquerait sur les autres voies, un péage intelligent - en fonction des charges et des périodes de la journée.

Waterloo Region: Financial analysis of transit plan

"A financial analysis has concluded that installing trains while expanding local and express buses is “clearly not affordable” as it could hike regional taxes by up to 15 per cent by 2017. The revised financial plan aims to install trains by 2017 and delay the bulk of supportive transit upgrades. This would hike taxes by up to 10.5 per cent by 2018," Jeff Outhit, reported for the Waterloo Region Record on Apr. 15.

"A group of rail advocates is not concerned. “It’s not the best but it isn’t a cancellation of the project,” said Tim Mollison, of the Tri-Cities Transport Action Group. “We don’t believe that this spells any sort of serious crisis.” … Although cheaper rapid buses remain an option, planners want electric trains from Conestoga Mall in Waterloo to the Fairview Park mall in Kitchener, with fast buses in mixed traffic in Cambridge. The launch cost is $818 million, with senior governments paying up to $565 million," the Waterloo Region Record reported.

Air Canada plans to outsource maintenance : New safety standards?

"Aveos was spun off as a separate entity in 2007 by Air Canada then-president Robert Milton to pay debt," François Shalom reported for the Montreal Gazette on Apr. 15. "Of the 5,000 employees, about 2,000 will remain with Air Canada, which still requires mechanics to conduct line maintenance, routine daily checks. The other 3,000 or so will transition to Aveos permanently. The Aveos contract with Air Canada ends in 2013, and union (IAM) and several rank and file members have told The Gazette in recent weeks that they believe Air Canada will outsource the work after 2013 to low-wage countries or nonunion centres in the U.S. and Canada," the newspaper reported.

CUTA: Federal parties are still short on firm commitments to transit

The Canadian Urban Transit Association (CUTA) is calling on the federal party leaders to make public transit a key priority during the election. Transit issues received significant attention early in the campaign. Despite this, federal parties are still short on firm commitments to specific projects or dedicated envelopes of funding for transit needs," CUTA reported on April 12.
